Lanzhou University of Arts and Science, Gansu Lanzhou 730070) Abstract: At present, the effect of rural public information service can ’t match its expectant social benefit, the important reason of which was that, with the goals of agricultural development changed, the public information service still regarded farmers as passive recipients, and the top-down information service supply for farmers didnt pay enough attention to the characteristics and changes of farmers ’information service requirements. In this paper, the multiple participation paths of rural public information service construction were expounded. Key words: participation; rural area; public information service 近年来 ， 随着农 村 经济 的快速发展 ， 农 村公 共 信 全球范 围参 与式 民主实践 重新兴起预示 着该 理论新 的 息服务需求也不断增长 ， 而农 民的参 与往往会 为农村 发 展 势头 , 在新 社会 运 动 、 城 市 管 理 改 革 以及生 态 保 公共信息 服务带来巨 大 的成 功 。 但这一参 与需要 在一 护运动等方面, 参 与式 民主理论得 到前所未 有 的传播 、 定基础上的 突破 ， 即农 村公 共 信息 服务基础设施
