万方数据 TheResearch ofSpecial EducationServicePoliciesIn NewZealand Since the1980s FengSu Northwest NormalUniversity May,2014 万方数据 万方数据 万方数据 摘 要 新西兰作为世界上为数不多的全民高福利国家，建立了完善的特殊教育服务 体系。新西兰的特殊教育体系以《1989年教育法》为基础，以《新西兰残疾人 战略》、《特殊教育2000》为支柱，以随后的一系列特殊教育子政策为保障，形 成了体系完整、服务全面的特点。新西兰的特殊教育服务注重有特殊需要孩子的 早期预防与干预、及时的治疗与矫正；注重提高特殊儿童服务领域的服务质量； 注重特殊儿童潜能开发动态发展过程中的监控、干预和不断改进；注重在特殊教 育的教学、干预、制定个别教育计划中，个人、家庭、学校、社区的有效互动。 营造了政府推动、社会支持、专业与非专业人员合作、多学科专业团队协作、民 众广泛参与、家庭教育、学校教育和社区社会教育紧密结合的良好氛围。 本研究以新西兰特殊教育政策的演变为线索，追溯其特殊教育的发展历程， 根据尼尔·吉尔伯特（NeilGilbert）和保罗·特雷尔（PaulTerrell）的社会 福利政策的分析框架，从特殊教育服务提供者、特殊教育服务享有者、特殊教育 服务内容和特殊教育服务经费四个方面呈现新西兰特殊教育的相关服务。本研究 立足我国《国家中长期教育改革和发展纲要（2010-2020）》和《特殊教育提升计 划（2014-2016)》提出大力发展特殊教育的要求，结合新西兰特殊教育政策的发 展过程和特殊教育相关服务的完善，从以下几个方面能够对我国特殊教育的发展 和特殊教育服务的提高提出借鉴建议：特殊教育政策由条例向法律法规转变；将 特殊教育服务提升至国家基本公共教育服务优先领域；加强特殊教育团队的拓展 与合作服务；推进特殊教育服务经费投资主体的多元化；加强特殊教育服务队伍 建设。 关键词：新西兰；特殊教育政策；特殊教育相关服务 I 万方数据 ABSTRACT As one of few universal welfare states in the world, New Zealand has formed its own characteristics on the development of special education, making the 1989 Education Act as the basis, the New Zealand Disability Strategy and Special Education 2000 as the pillar, followed by a series of special education policy for the guarantee.
