The ignorance of reality will lead to misunderstanding and improper operation. The paper starts from the intension and existed criteria of intensive use of industrial land. Based on classification of related policies, the typical governmental control methods are evaluated from the perspectives of supply- demand relationship and market dealing. It is pointed out that policy practices related to intensive land use is a systemic process, which includes policy problem research, reasonability analysis of policy options, and monitoring and feedback of policy implementation.
