General 第一条 为贯彻落实《中共天津市委市政府关于打造科技小巨人升级版的若干意见》，积聚 海外高水平研发机构，增强我市科技创新总体实力，进一步促进海外高水平研发机构发展， 特制定本细则。 Article 1 - The objective of this policy is to carry out the “Tianjin Municipal Government’s measures on the Upgrading of the Little Giant Enterprises of Technology”, to gather the overseas RD institutions, to enhance the overall innovative capability of Tianjin, and to promote the development of local and foreign research institutions. 第二条 本细则所称海外高水平研发机构，是指外国投资者（包括外商投资设立的外商投资 性公司）依法设立的、从事自然科学及相关科学领域的研究开发和实验发展（包括为研发机 构服务的中间试验）的机构，研究内容包括基础研究、应用研究、产品开发和社会公益性研 究等，研发科目不包括《外商投资产业目录》禁止类项目。研发机构可以转让自己的研发成 果，可以委托或联合开发的形式与国内科技企业、科研机构、大学院校等开展合作研发。 Article 2 - The “overseas research institutions” in this document refers to the institutions legally established by the foreign investor, which specialize in the research development as well as experimental development (including the pilot experiment) of natural science and related scientific field. The research work includes the theoretical research, the applied research, the product development and the research for public welfare; the project prohibited in the “Catalogue for the Guidance of Foreign Investment Industries” is not included. The research institutions could transfer their research outcome into local enterprise and other entity, complete or entrust a research and development cooperation with domestic technology enterprises, research institutions, or universities. 1
