But the expected effectiveness of industry policy is based on the consideration for the development difference of local cultural and creative industry. This article indicates there are different supporting factors during different development stages of cultural and creative industry based on the industry life circle. Only if the government considers the different development stages of the industry, and formulates different industry policies according to the different key emphasis in work and different supporting factors, can the cultural and creative industry realize fast and healthy development.
