·170 · 价值工程 基于平衡计分卡的X 医院人员绩效评估的研究 Study of X Hospital Staff Performance Evaluation Based on the Balanced Scorecard 潘焕喜 PAN Huan-xi (河北医科大学第四医院,石家庄050011) (Hebei Medical University Fourth Hospital ,Shijiazhuang 050011 ,China) 摘要:目前,M 医院正在进行全面综合的绩效评估,医院管理者正寻求改善医院的绩效管理。而平衡计分卡不同于传统的绩效考 核,只把短期财务指标视为非营利医院绩效的唯一指标,它同时引入了三个新的管理层面,这四个层面把长期战略目标与短期行动联 系起来发挥作用。本文以M 医院为研究对象,结合问卷的信度与效度分析、描述性统计分析、重要性分析方法来构建非营利医院的绩 效指标体系。针对研究结果,探讨M 医院实施平衡计分卡的可行性及提出建设性的意见,以利于M 医院绩效的提高,促进医院的持续 健康发展。 Abstract: At present, M Hospital is conducting a comprehensive integrated performance assessment, and hospital administrators are seeking to improve hospital performance management. Balanced Scorecard is different from the traditional performance appraisal which only considers the short-term financial indicators as the only non-profit hospital performance indicator, and it also introduces other three new management level. These four levels integrate long-term strategic objectives and short-term action to play the role. Taking M hospital for example, this paper combined with reliability and validity analysis of questionnaire, descriptive statistical analysis, importance analysis methods to build the performance measurement system of nonprofit hospitals. For the study result, this paper explored the feasibility of implementation of the Balanced Scorecard in M hospital and proposed constructive suggestions in order to improve M hospital performance and promote the sustained and healthy development of the hospital. 关键词: 平衡计分卡;绩效管理;绩效评估 Key words: Balanced Scorecard ;performance management ;performance evaluation 中图分类号: 文献标识码: 文章编号: F272
