To curb the increase of labor cost has been the greatest challenge to all enterprises. The increase was the result of the reproduction cost of the labor force, the growing social demand, and the development of social economy. Enterprises should establish a strategic payment system, enhancing the payment reform; boost the transformation and upgrade; promote the employees capability to transfer the influence of labor cost growth; ex- tend investment onto the laborers to enhance the human capital accumulation, replacing the quantity with the quality requirement of the labor force so as to meet the challenge and seize the development opportunity.
