摘 要 摘 要 在市场经济条件下，产业的发展是资本为实现利润最大化，通过投资开发形成的一 个产销衔接的经济体系。但是，在经济较为落后的地区，一个具有地区特色的产业发展， 离不开当地政府的正确引导和政策扶持。行业发展促使企业规模发展壮大，龙头企业不 但对中小企业有拉动作用，而且有利于周边农民的快速脱贫致富，解决失地农民的就业 问题，促进城乡和谐发展。因此，得到政府支持的特色行业的迅速发展在一定意义上具 有了准公共产品的作用。政府投资引导行业发展，规模企业拉动农民增收，从而加快新 农村建设步伐。这一良性循环发展，与政府直接为农民投资相比，作用更持久，效果更 明显，更有利于区域经济的持续、健康、快速发展。衡水市橡胶产业起步于上世纪五十 年代，经过半个多世纪的发展，已经逐步发展成为一个成熟的产业。工程橡胶产业成为 衡水市特色支柱产业，也成为河北省十强特色产业和最具成长性特色产业。由 25 家超 千万元企业、5 家超亿元企业为核心的衡水市橡胶生产企业群，撑起了中国工程橡胶半 壁江山。但是，衡水市橡胶生产目前还存在着盲目竞争以及发展质量受阻等问题，急需 要从政府的角度，很好地把握橡胶生产与市场的运行规律，为企业的健康成长提供必要 的财税金融政策支持，规范企业竞争秩序，创造更好的发展环境。本文依据调研分析的 结果，具体提出了四项对策建议，即完善橡胶园区战略规划、转变政府职能建设服务平 台、发挥协会作用规范市场发展、拓宽融资渠道壮大龙头企业。 关键词 橡胶行业 有序竞争 品牌战略 政策扶持 财税政策 I Abstract Abstract Under the market economy condition, the industrial development is the capital for the realization profit maximization, forms a production and marketing engagement economic system through the investment development.But, in the economical comparatively backward area, has the local characteristic industrial development, cannot leave the local government the correct guidance and the policy support. As we know, developments of the industry can largen the scale of itself. Leading enterprises not only help middle-small enterprises to develop, but also make the peasants around this region being rich, and solve the employment problems of landless peasants and promote the harmonious development of urban-rural areas. Therefore, in a sense, the characteristics enterprise with the support of government has the role of quasi-public goods.
