But the application of ITIL can solve this problem. The framework, basic idea and main content are introduced and talk about what ITIL brings to the traditional network operation and maintenance. Then it introduces the concept of reliability and Reliability Centered Maintenance (RCM). Propose the concept of Reliability Centered Operation and Maintenance (RCOM). Discuss applying RCOM to ITIL process. Combine the two methods to solve the problem existing in network operation and maintenance. Keywords—Network Operation and Maintenance, ITIL, RCM, RCOM
