摘要 公共政策执行的研究自上个世纪七十年代开始至今，已经取得了显著的研究成果。但是，要形成完善的研究系统，还有待我们进一步深入地探讨和研究。尤其是对公共政策执行偏差的对策研究，还需要我们结合我国国情进行多角度、创新性的探讨。本文简单阐述了政策执行的研究历程以及政策执行偏差的表现形式，详细分析了导致政策执行偏差的内在影响因素，并针对我国目前公共政策执行中出现的偏差问题，结合现代行政管理、新公务员管理制度以及新公共管理理念、服务型政府理念，从政策本身、政策执行主体、政策目标群体、政策资源和政策执行环境等方面，试探性地提出具有操作意义的建设性对策。 关键词 公共政策；政策执行；执行偏差；解决对策 ABSTRACT The research of the implementation of public policy started in the 1970s, so far it has gained significant results. However, in order to form a sound research system, we need further exploration and study, especially for the response study of the implementation of public policy deviation , we need to do innovative research from multiple perspectives through the combination of our national conditions. This paper briefly explains the research process of policy implementation as well as the manifestations in the implementation of policy deviation, gives detailed analysis of the inherent bias factors that lead to the deviation in the policy implementation. Meanwhile, by combining modern administration, the new civil service management system as well as new public management concept, a service-oriented government philosophy, from the policy itself, the main policy implementation subject, policy target groups, policy resources and the environment of policy implementation, this paper puts forward some constructive exploratory suggestions.
