第 七 届 全 国 土 木 工 程 研 究 生 学 术 论 坛 东 南 大 学 2009 基于集成的工程建设标准化监管研究 郑昌勇 张星 （东南大学建设与房地产系，江苏南京210096） 摘 要：工程建设标准是经济建设和项目投资的重要制度和依据，而标准的实施效率取决于监管机制。首先，剖析了我国工程建 设标准化监管的现状，并指出存在的主要问题。在详细讨论了政府监管机制、市场约束机制和自我监督机制等三种机制后，提出 了基于三者集成的工程建设标准化监管，分析集成监管的内涵及意义，并构建了工程建设标准化集成监管框架。最后，探讨了该 框架有效运行的对策，为改善工程建设标准化监管绩效提供了新的思路。 关键词：标准化；工程建设；监管；集成 Study of the Regulation of Engineering Construction Standardization Based on Integration Zheng Changyong Zhang Xing ( Dept of Construction Management and Real Estate, Southeast University, Jiangsu Nanjing 210096,China ) Abstract: Engineering construction standard plays an important role in the economic construction and project investment. The efficiency for the implementation of standards depends on the regulatory mechanisms. First of all, the engineering construction standardization status in China was analyzed and the main problems were pointed out. After the detailed discussion on the three mechanisms about government regulation, market constraints and self-monitoring, the regulation of engineering construction standardization was made based on the integ- ration of the three mechanisms. Then, its connotation and meaning was in discussion, and the integrated regulatory framework for engineer- ing construction standardization was put forward. Finally, the measures for the effective function of the framework were discussed. The res- earch provides a new idea to improve the performance of the regulation of engineering construction standardization.
