The re-employment mission was urgent and the significances would be great. A principle combined with the principal role of the enterprise and the government guidance and services should be kept. Thus the principal role of the enterprise should be played to implement the innovation strategy, to optimize the product structure of the industry and to adjust and transform the foreign development, internal potential tapping, internal retirement and labor contract terminated. A government guide role should be made to implement the re-employment and assistance, to keep the base social assistances, to set up the active and stable macro-policy and to keep the legal rights and interests of the staff and the staff from the de-capacity coal enterprises should be properly distributed and re-employed.
