国家中心城市交通基础设施建设的瓶颈与突破 刘昱洋 河南省社会科学院区域经济研究中心 X 关注成功！ 加关注后您将方便地在 我的关注中得到本文献的被引频次变化的通知！ 新浪微博 腾讯微博 人人网 开心网 豆瓣网 网易微博 摘????要： 当前, 在我国的国家中心城市建设中, 交通基础设施建设存在“政府观念更新困难, ‘面子工程’市场仍然较大”“旧城改造难度大, 导致交通拥堵难以有效解决”“城市功能过度集中, 降低了城市运行效率”“交通管理相关部门缺乏有效协调和沟通, 项目推进难度较大”“环境污染制约严重, 城市承载力面临考验”等瓶颈制约, 要突破这些瓶颈制约, 交通基础设施建设应树立全球化视野, 统筹谋划国家中心城市立体交通网络体系建设;着力推进人口疏解和工业疏解, 提升城市的宜居宜业性;多中心设置商业中心, 交通规划和建设全面跟进;深入运用大数据技术, 打造城市智能交通;政府和民众齐抓共管, 大力推进低碳交通体系建设。 关键词： 国家中心城市; 交通基础设施建设; 交通拥堵; 城市功能疏解; 作者简介：刘昱洋, 男, 河南省社会科学院区域经济研究中心副研究员 (郑州450002) 。 收稿日期：2017-09-02 基金：2017年河南省社会科学院重点课题“加快建设网络经济强省的思路与对策” (17A06) Research on the Bottleneck Restrictions and Countermeasures in the Transportation Infrastructure Construction of National Central City Liu Yuyang Abstract： During the current construction of national center city in China, there are still exist the bottleneck restriction in transportation infrastructure construction as follows:the concept change is difficult for the government, the market of“face job”is still large;the transformation of the old city is difficult, the result of traffic congestion is difficult to solve effectively;the city functions are overconcentrated and it reduces the efficiency of the city;traffic management departments are lack of effective coordination and communication, that make the project hard to be promoted;environmental pollution is a seriously restricted factor, city’s carrying capacity faces challenge.To break through these bottleneck restrictions, it should set up global vision, overall plan the construction of three dimensional transportation network system of national central city, put forth efforts to promote population relaxation and industrial relaxation, make city more suitable for life and work, set up more commercial centers with traffic planning and construction follows up in time, go deep into the application of large data technology to build city intelligent transportation, make concerted efforts by the government and the public to promote the construction o
