T his paper discu sses the current system of the m eteo ro log ical disaster em ergency m anagem ent through the analysis of the early w arning and response to the great ice and snow d isaster in 2008. The experience indica tes the effectiveness of disaster m it igation by the system com posed of early w arn ing of m eteoro log ical stations, leadersh ip of the governm ent, coord ination o f variou s departm ents along w ith the part icipation o f all c it izens.
