Based on the view of innovative country and society ，this article presents a systematic analysis framework of innovation culture ，which includes some sub － cultures emerged in the process of the production of new knowledge ，com- mercialization of knowledge and the consumption of knowledge. We name the three sub － cultures as Knowing culture ， Doing culture ，and Using culture ，and we discuss the different features of the sub － cultures in the end of this article.
