The paper starts from the analysis of the emer- gency evacuation process. According to the different stages of evacuation traffic behavior and routing characteristics of the nuclear emergency evacuation, the road network system is divided into three levels to propose emergency evacuation time prediction method. And the key technolo- gies of evacuation route optimization options, evacuation road network hierarchical division, evacuation time estimation and traffic assignments are integrated. On the basis of these, the evac- uation routes and evacuation road network planning methods are proposed. Keywords Nuclear
