Theoretical Discussion / 理论研讨/ 中国残疾人退休年龄政策研究 * ■陈 功 宋新明 刘 岚 陈三军 董俊华 周 律 【摘要】 基于 2007 年～ 2010 年全国残疾人监测数据，本研究估算我国残疾人口 2007 年～ 2010 年预期寿命，在此基础上探讨我国残疾人退休年龄政策。本研究通过残疾人口预期寿命与法定退休 年龄比较发现，除了视力、听力残疾人群外，其他人群的退休金领取时长都小于 10 年。研究表明残 疾人口使用现行的退休年龄政策退休金领取时长较短，没有享受到残疾人应有的权利。因此，残疾 人口执行现行退休年龄政策有失公平，并根据本文的假设和测算，提出了我国残疾人退休年龄的建议。 【关键词】 残疾人 ；预期寿命 ；退休年龄 A Research on Retirement Age Policy for People with Disabilities in China CHEN Gong, SONG Xin-ming, LIU Lan, CHEN San-jun, DONG Jun-hua, ZHOU Lv 【 】 Based on data from 2007-2010 national disabled monitoring survey in China, this paper Abstract estimated life expectancy of people with disabilities from 2007 to 2010 and then explored the retirement age policy. By comparing their life expectancies with the statutory retirement age, this paper found out that pension drawing years for people with disabilities were less than 10 years, except for those with sight and hearing disabilities. It showed that the current retirement policy is unfair to persons with disabilities.
