Vol.15 ，No.4 ·新 论 · 我国高等学校办学定位参考方略 ———基于高校定位综合分析框架的系统解读 杨海燕 （北京大学 教育学院，北京 1００87 1） 摘要 ：针对现阶段 高校定位的无序、错位现 象，本文从 高校 自生秩序 角度构建 了高等学校定位综合分析 框架，将 高等学校定位分为输入 、匹配、决策三个阶段 ，并通过建立矩 阵来分析各个阶段 的信 息。 在输入 阶 段 ，建立高校外部 因素评析（EFE ）矩阵、高校竞争态势评析（CPE ）矩阵和 高校 内部 因素评析（IFE ）矩阵，以评 析 高校 的 内外部 关键信 息；在 匹配阶段 ，建立高校优势－劣势－机会－威胁（SWOT ）矩 阵、学院 目前位置评估 （CSE ）矩阵和学院发展趋势评估（CTE ）矩阵，将 高校的 内外部关键信息进行 匹配以产生诸 多备选定位方略 ； 在决策阶段 ，建立高校定量定位规划（QLS ）矩阵，选择 出最佳定位方略 。为保证 高校定位分析框架的科 学性 ， 最后还对高校定位过程 中应注意的定性判断、参与广度、文化视 阈和政治权术等 问题进行 了讨论。 关键词 ：高等学校 ；办学定位 ；方略 ；综合分析框架 Reference Strategy on the Orientation of Chinese HEIs： A Comprehensive Analytical Framework for the Orientation of HEIs YANG Hai－yan （Graduate School of Education ，Peking University ，Beij ing 100871 ，China ） Abstract： The orientation of higher education institutions is a fundamental problem that has not been solved yet, and should become a subject of constant discussion. In view of the disorder and dislocation of the positioning of higher education institutions, this article develops a comprehensive analytical framework for the orientation of higher education institutions from the perspective of universitys self－born order. The orientation of higher education institutions is divided into three stages: input, matching and decision －making.
