交通基础设施、人力资本对区域创新能 力影响的实证研究 马明薛晓达赵国浩 山西财经大学经济学院北京航空航天大学经济管理 鐵山西财经大学资源型经济转型协同创新中心 使用1995—2015年中W30个省区面板数据，在空间杜宾面板模型基础上加入时 间因素，构建动态空间杜宾面板模型，使用经济距离和经济地理距离空间权重 矩阵，实证分析了交通基础设施与人力资本两因素对区域创新能力的空间溢出 效应。结果显示：（1）两因素在经济距离空间权重矩阵和经济地理距离空间权重 矩阵中均对区域创新能力产生了显著的空间溢出效应和时间累积效应。前者对区 域创新能力产生正空间溢出，后者对区域创新能力产生负空间负溢出；（2）两 因素对IX域创新能力空间溢出效应的大小同时受地理距离与经济发展水平的影 响；（3）两因素对区域创新能力速度提升的影响不显著。 关键词： 交通基础设施;人力资本;区域创新能力;动态窄间杜宾面板模型; 马明（1984—），女，研究生，讲师， E-mail:maming412710@126. com 2017-01-22 基金：国家自然科学基金资助项FI “煤炭资源绿色低碳发展理论与政策研宂” An Empirical Study on the Influence of Transportation Infrastructure and Human Capital on Regional Innovation Capability MA Ming XUE Xiaoda ZHAO Guohao School of Economics， Shanxi University of Finance and Economics; School of Economics and Management, Beihang University; Center of Resource Economics Innovation， Shanxi University of Finance and Economics: Abstract： Using panel delta from 30 provinces in China over the period 1995—2015, introducing the time factor into the spatial panel model, a dynamic spatial Dubin model with a different spatial weight matrix was built based on the bias corrected QML estimator method to examine the spatial spillover effects of infrastructure and human capital on regional innovation capability. The results show: (1) the traffic infrastructure and human capital in different spatial weight matrixes have significant spillover effects on regional innovation ability: the transportation infrastructure has a diffusion effect, while human capital an agglomeration effect; (2) the spatial spillover effects of infrastructure and human capital on regional innovation capability are subject to geographical distance and economic development level; (3) the effects of traffic infrastructure and human capital on regional innovation capability are variable;⑷ the traffic infrastructure and human capital have no significant impact on regional innovation speed.
