中 文 摘 要 电子政务是指政府机构在其管理和服务职能中运用现代信息技术,实现政府组织机构和工作流程的优化,超越时间空间和部门分隔而构建的一个精简、高效、廉洁、公平的政府运作模式。近几年,我国电子政务取得了长足的进展,但也存在着不少问题,制约着我国电子政务的进一步发展。人类社会进步的历史就是不断创和利用科学技术的历史，随着以全球互联网技术为代表的新一代信息技术的迅猛发展，人类社会已步人一个崭新的网络时代。20世纪90年代“信息高速公路”的兴起，一场新的信息化浪潮迅速席卷全球。这场新的信息革命就是以数字化多媒体集成和互联网络等技术综合而成的第二次信息化浪潮，网络技术是其主要标志。电子政务就是在以网络技术为核心的信息技术发展的基础上所产生的政府管理的改革。 本书从全球电子政务发展的高度,总结和介绍了电子政务的一般理论,同时立足中国国情,重点探讨如何推进我国电子政务建设问题.其中,既有从定量和定性两方面对我国电子政务发展现状和存在问题的分析,也有针对我国电子政务存在的紧迫问题提出了意见。 Abstract ?E-government is that the government institution in its management and service functions of using modern information technology, realize the organization and working process optimization, beyond time and space and department disjunctive system and building a concisefficient and honest, fair government operation mode.
