“十二五”时期农垦二、三产业发展形 势分析及建议 陈方 中国社会科学院农村发展研宄所 通过分析“十二五”时期农垦二、三产业的产业规模、利润情况和劳动生产率等， 总结农垦二、三产业的产业结构特征和变化趋势。研宂发现：“十二五”时期农 垦二、三产业生产规模和投资规模不断攀升，但仍存在企业盈利亟待提高、建筑 业遭遇寒冬、第三产业比例仍过低、第三产业劳动生产率依然较低等问题。建议: 继续推进国有企业改革，不断提升企业盈利能力;推广PPP模式，为农垦建筑业 企业拓展生存发展空间;通过多种渠道发展第三产业。 关键词： 农垦;二、三产业;产业规模;产业结构; 基金：国家社会科学基金重点项目“构建一体化的新型城乡关系研宄” (15AZD020) Analysis and Suggestions on State Farms Secondary and Tertiary Industrial Development in China During the Period of the twelfth Five Year Plan CHEN Fane Rural Deve 1 opment Institute, Chinese Academy of Social Science; Abstract： Based on the analysis of the State Farm s industrial scale，profit situation and labor productivity of during the twelfth Five Year Plan period, this paper summarizes the structure characteristics and changing trend of the second and third industries of State Farm. The study finds that during this period, although the scales of output and investment in the secondary and tertiary industries are rising, there are still four problems. First, the enterprise earnings need to be improved; second, the construction industry suffers depression; third, the proportion of the tertiary industry is still too low;fourth, the tertiary :industries labor productivities is still low. This paper puts forward three suggest ions:first, continue to promote the reform of state-owned enterprises, and continuously enhance the profitability of enterprises; second, develop construction industry by promoting the PPP model; third, develop the tertiary industry through a variety of channels.
