Some people insist on building more art museums and music performance centers than recreational facilities. However, in my opinion, that is a complex issue, which requires further and deeper analysis. First, for the art museums and music performance halls, it is undeniable that they are essential to the citizens’ entertainment life, and they indisputably should be taken into the government annual budget. However, thinking about the small villages and tiny towns that cannot afford the huge cost of these art halls, they should be only considered by the megacities. Every city has its own financial power dues to its population size and economic level, and each is different from the others. For these small cities and towns, local government should measure its power and foresee the probable results of the plan of building art museums and music halls, for it is a severe, practical and tough question to the city for long run. I think, that if one small city could afford the annual costs of the museums and halls, it should invest to build these things, because these art museums and music halls can not only cultivate citizens’ minds but also stimulate the development of tourism industry. As for the recreational facilities, they are not only the common responsibility for the small cities and megacities, but also a duty to every citizen.
