Inter-organizational Cooperation Analysis on Fighting With the Cross Strait Crime 1. Yungnane Yang 2. Jen-Jaw Song Department of Political Science Institute of Political Economy, Taiwan Abstract Facing the increasing trend of cross strait crime, there are needs for inter-organizational cooperation between Mainland and Taiwan. But there must be mechanism to enhance the inter-organizational cooperation. The purpose of this paper is to build a conceptual model of cross strait police cooperation under current institutions. Or, it is to develop a framework for inter-organizational cooperation to fighting with the cross strait crime between Mainland and Taiwan. Four levels of strategies, including individuals, groups, organizations, and environments are suggested to build the mechanism of inter-organizational cooperation in the cross strait crime. And these levels are inter-related and should be considered at the same time. Key words Inter-organizational Cooperation, Cross Strait Crime 1 Introduction The cross boundary crime between Mainland and Taiwan has been increasing and becomes more serious than before. There are three reasons behind this trend. First, the Taiwanese investments in mainland have been increasing. Second, cross-strait visiting have been increasing. Third, cross-strait exchanges such as cultural, religious, and academic have been increasing. That is, the cross-strait interactions and/or exchanges between Mainland and Taiwan result in the dramatic increase of cross-strait crime. Facing the increasing cross-strait crime, the formal relationships of cross-strait politics seem to be no or little improvement. And the cooperative developments of fighting with cross strait crime are more or less affected by the cross strait politics. For example, police organizations, which are under the control of politics, are not allowed to have formal contacts under current political constraints and the laws.
