China, 071003 Abstract It is a complicated issue to evaluate comprehensive effect of E-government which has multi-objectives. By far, there is no evaluation index system and method, which can be accepted by all the people. Furthermore, existing researches on this aspect have many defects. For example, they attach too much importance to evaluating economic and governmental interior effect, but make light of social and exterior effect. Besides, evaluation methods are mostly concentrated on qualitative analysis but neglect quantitative study. In this paper, an index system is put forward, and a new model for evaluating the comprehensive effect of E-government is built by fuzzy comprehensive evaluation method. The presented model is proved to be easily operated and can be used to evaluate comprehensive effect of E-government, which may be from different governments or from different periods of a single government. Key words E-government, Effect evaluation, Fuzzy comprehensive evaluation 1 Introduction To remodel image, enhance work efficiency and improve public service, America started a movement named “National Performance Evaluation” in 1993. Under this circumstance, E-government came into being. More than 10 years later, E-government has been applied by several countries in the world, which has acquired favorable social and economic benefits. In order to promote development of e-government, we should seek a simple and easily-operated method to evaluate comprehensive effect of e-government.
