The background of his thoughts on study abroad is the huge knowledge gap between pre- reformed China and developed countries. Having acknowledged the knowledge gap between China and worlds advanced level, Deng Xiaoping regards sending more students and scholars abroad to pursue their studies as an essential strategy to narrow down the knowledge gap, improve levels of both science and technology and modernization. This epoch -making idea has greatly encouraged Chinese people to study abroad, which made a substantial contribution to training backbone talents, reducing the knowledge gap and advancing the modernization drive. Dengs thoughts on study abroad also has important implications for the development of overseas study in contemporary China, as well as building an innovation-oriented country with affluent human resources and talented personnel.
