ANALYSIS OF HEALTHADMINISTRATIVE GUIDANCE IN THE FIELD OF HEALTH SUPERVISIONABSTRACTHealthadministrativeguidanceisaspecificformofadministrativeguidanceinthehealthfield.Asanimportantpartofthehealthadministration,healthsupervisionassumestheregulatoryfunctionsofthehealthadministrativedepartmentsinthefieldsofpublichealthandhealthcare.Inrecentyears,withservice-orientedgovernmentacceleratedpace,theregulatorymodeloftheShanghaiHealthSupervisionhaschangedfromthetraditionalmodelof“commandandobedience”totheregulatorymodelofthetrinityof“education,punishmentandguidance”.Healthadministrativeguidanceisincreasinglywidelyusedandplayinganimportantroleinvariousfieldsofhealthsupervisionandmanagement.Thethesisstartswiththepracticeofthehealthsupervision:firstlyitcombsthelegalbasisfortheuseofthehealthadministrativeguidanceinthefieldofhealthsupervision;secondlyitmakesthehealthsupervisioninLuwanDistrictasanexampletoobservethedetailedapplicationofthehealthadministrativeguidanceinthevariousfieldsofhealthsupervisionandstatisticallyanalyzethedataofthehealthadministrativeguidanceimplementedbyLuwanDistrictHealthAuthorityduring2008and2011,includingthenumberofhealthadministrativeguidance,distribution,typesandexpressionformsinallareas,andsurveyabouttheacceptanceofthecounterpartsonthehealthadministration.Theanalysisshowsthatthehealthadministrativeguidancehasbeenwidelyusedinthefieldofadministrativelicensing,supervisionandmanagement,andmedicaldisputeresolutionprocessing,whichformstenkindsofspecifictypescompatiblewiththehealthsupervision;administrativecounterpartshaveoverallsatisfiedwiththeeffectivenessofthehealthadministrativeguidance,whichcontributestoahighacceptanceleveloftheadministrativeguidance;administrativecounterpartsarerelativelymorewillingtoacceptthehealthadministrativeguidanceinasimple,fast,targetedandinteractiveway.finally,itclaimsthatthehealthadministrativeguidancehasplayedapositiveroleinthefieldofhealthsupervision,reflectingtherespectoftheadministrativecounterpart,whichisbeneficialforthet
