Abstract Since the urban state-owned land carry out the compensation for the transfer system in the 1990s, land development and urban construction were to market economy. The economy and the exploitation of the urban have a rapid trend. this double-edged sword also caused the city to the pursuit of GDP growth,that has led to the extensive development of the city. How to protect the health of urban intensive and sustainable development, and how to combine the market with the governments macro-control in urban management has become the current pressing problem. Played an important role in controlling detailed planning, the urban management is becoming an important part in Chinas urban planning system. How to handle the mobility and the effective implementation of the planning and management, the Regulatory Planning of the compilation system has been in innovation, especially the research of the layered formation technical system of the Regulatory Planning in recent years, pursuing urban construction zoning, components, step by step implement. At present, few domestic research on the development of strength divisions, especially in the Regulatory planning stage. the intensity of land development to stay in control of the floor area ratio of a single block, and largely focused on push from the bottom up to the urban intensity zoning control in the neighbour or block. While the study of the layered formation from top to bottom have been very little from the unit planning level on urban construction volume. This paper discusses the construction of city development intensity factor, trying to build for small and medium-sized city area development intensity control method for the target.
