经评审的最低投标价法下投标报价低于 成本价的识别研究 摘 要 经评审的最低投标价法是我国常用的一种评标办法。本文主要采用文献综述和图表分析的方法，在研究经评审的最低投标价法下评审标准和投标策略相关性的基础上，根据相关学者现有的研究观点，进一步对经评审的最低投标价法下评审标准和投标策略进行分析研究，提出自己的见解，试图为业主在经评审的最低投标价法下识别承包商的投标报价是否低于成本价上提供一些借鉴。本文主要从以下方面进行研究： 首先，对经评审的最低投标价法的相关理论进行阐述，主要包括概念以及相关的法律规定，并用对比分析的方法突出评标在建设项目施工招投标全过程中的地位，指出在项目技术无特殊要求时采用经评审的最低投标价法操作更为简单，并明确量化因素。 其次，介绍工程量清单计价模式下投标报价的组成，并对经评审最低投标价法下的投标策略进行分析，主要包括不平衡报价法、多方案报价法、许诺优惠条件法，根据文献归纳总结运用较多的投标策略，并对低于成本投标问题的评审进行具体分析。 最后，对经评审的最低投标价法下评审标准进行分析，列举分析了几个省份对于经评审的投标报价是否低于成本价的评审方法，并通过案例分析，介绍经评审最低投标价法下评审标准和投标策略在实际项目中的具体应用。 关键词：经评审的最低投标价法 投标价 成本价 工程量清单计价模式 A Study of the Bid Lower Than the Cost Under the lowest Bid of Evaluating method ABSTRACT The lowest bid of evaluating method is commonly used in China.
