ABSTRACTProject management, beginning developing from the late 50 years of the 20th century, is from program management but already become an independent fork program management. From that time to the present, project management having been developing rapidly, as it can significant shorten the project time and reduce management costs.It has extended from small-scale activities, such as scope management, time management, cost management and human resources management to other areas of general management applications including telecommunications, software development, pharmaceutical and financial industry and so on.With the reform and opening-up policy in China in recent 30 years, Project management methodology was introduced into Modern China Projects.And we already greatly benefited from this kind of methodology the four modernizations.In recent 10 year, IT and telecommunication technical have developed fast and fast in china ,more and more company use project tools in their management process. More and more managers have been trained by PMI and got the PMP certification.ZTE and HuaWei have been stronger and replace Nortel and Motoral.This thesis, we discussed the flexible using project management in Modern Telecomm Turnkey Over Sea project, based on one real turnkey project; through analyzing the different stages of this project, to find that key items in each stage, and to make certain recommendations for follow-up project development information. Firstly the paper elaborates project management, and overviews the turnkey project specials; then analyses the kicking off, plan setting, executing, monitoring and closure of one real project-HCPT project. Finally, propose some summaries for the project management process and give a few of recommendations for improvement tofollow-up project development for reference.
