On the other hand, focusing on applying instead of management, and focusing on development instead of protection has become a serious misunderstanding of famous scenic site management. Under this background, this essay aims to sum up the problems of national famous scenic sites based on illegal cases analysis, and to find the breakthrough of problem solving from the aspects of system reasons. In the whole, this essay is for better preserving the famous scenic sites.
