摘要进入新世纪以来，农村信息化已成为统筹城乡社会经济发展、推进新农村建 设的战略选择。当前,农村信息化建设已进入共建共享阶段，以农村信息服务资 源有效整合为核心的共建共享问题已成为农村信息化发展的最大瓶颈，而整合的 瓶颈在于各级部门的条块分割和业务重合，缺乏统一协调的共建共享机制。本文 以贵州农村信息化建设作为研究对象，首先依据公共产品理论中关于公共产品的 识别与分类标准分析得出农村信息服务资源是一种准公共产品，其供给呈现多元 化趋势。同时，利用博弈论和机制设计理论,分析了公共产品共享机制的内部机 理, 探讨了资源共享不可能自发进入良性发展轨道 ,而是需要另外的机制设计和 具有强制执行力的第三方的介入。然后，对贵州农村信息化共建共享现状、存在 问题和成因进行深入分析。在此基础上，提出了贵州农村信息化共建共享的资源 整合、利益激励、协调管理、技术支撑机制内容，以及与这些机制内容相关联的 法律法规、政策、管理办法三个层次的制度建设。结合贵州实际，提出了贵州农 村信息化共建共享“政府主导社会参与”模式。并针对一些具体问题，提出了完 善农村信息化共建共享的保障措施，从而推动共建共享模式的建设和发展。关键词: 农村信息化 公共产品 共建共享机制分类号：1204Research on Mechanism of Construction and Sharing of Rural Informationization in Guizhou ProvinceAbstractWith the advent of the new century, rural informatization has become a strategic choice for the coordination development of urban and rural social economy and promotion of the construction of new countryside. At present, the rural informatization construction has entered the stage of cooperation and sharing. Effective integration and sharing of Rural information service resources, the core of Construction and Sharing has become the biggest bottleneck of rural informatization. The biggest obstacle is the lack of unified sharing mechanism for various intersected departments. Based on the study and analysis of rural informationization construction in Guizhou province, this paper analyses internal mechanism of the sharing mechanism of public goods through the methods of Game Theory and mechanism design theory. It shows that rural information service resources is a kind of public goods, which is multi-facetted supplied. Sharing of resources needs intervention of the third party with force ， not spontaneous. As a result, we proposed the coordinated management measures, technical support and the integration mechanism of sharing of rural informationization resources, and system construction of associated management measures, policies, laws and regulations.
