AbstractWateristhenon-renewableresourceonwhichhumandependsforsurvival.Urban water supply is an important industry that supports the existence and development ofthe city.Withtheliftingoflivingstandards,thedemandforbetterurbanwatersupply serviceisincreasing,andpriceriseforwatermayattracttheattentionofmany stakeholders.However,becauseofthenaturalmonopolyofurbanwatersupplyindustry, whilegovernmentconductspriceregulation,severeasymmetricinformationexists between governmentregulatorandwatersupplyenterprises,whichincludesinformation asymmetryincostanddemand.Duetoinformationasymmetryincost,watersupply enterprisesarelikelytoreporthighercost.Duetoinformationasymmetryindemand, water supply enterprises are likelytoproductimplicit output.Inthispaper,agamemodelofcostauditisbuilttorevealtheroot-causethat enterprisesconcealtherealcost,atthesametime,testingtheimpactofpenalty,amount offalsifyingcostandauditcosttoequilibrium.Onthisbasis,Baron-Myerson mechanismisemployedforpriceregulationofunbanwatersupplyindustry,aimingto motivateenterprisesreportingrealcost.ThedemandfunctionofBaron-Myerson mechanismisrevised,usingdoublelogarithmicmodelincludingpriceandincome elasticity.Various scenariosconsideringasymmetry ofboth cost and demand informationisanalyzed.Finally,takingShenzhenCityasanexample,theeffectiveness ofthe improved mechanismmodel is verified with empiricaldata.
