优秀毕业论文 精品参考文献资料 摘 要 随着中国城市化进程的加快，在城乡规划实践过程中，出现的问题越来越多， 包括土地的浪费、环境的污染、生态系统功能的退化等等，尤其是广大乡村地区， 很多地方缺少有效地规划、控制和管理，人们的生活环境遭受越来越多的威胁，而 城市内部则面临绿地系统安排不合理，城市绿地不能充分发挥其生态效益的作用， 防灾、景观等功能未得到充分重视，绿地建设也面临“千城一面”的尴尬，所以说， 不管是城乡规划还是绿地系统规划，都必须面对“城”和“乡”由来已久的痼疾。《城 乡规划法》的颁布实施可以说为解决上述问题提供了法律依据，成为解决城乡矛盾 和缓解城乡差别的有力战略措施，为解决城市化带来的一系列问题提供了契机，它 的出现促成规划在空间层面上由 “重城轻乡”向 “城乡统筹”、“城乡一体化”形 成转变，依照《城乡规划法》规定的控制范围，在规划实践中将逐步改变以前规划 体系只考虑城镇而不考虑农村的实际状况，使乡镇及村庄建设与城市同步得到规划 控制成为可能，最终达到城乡在规划建设、产业发展、市场信息、政策措施、生态 环境保护、社会事业发展一体化，使整个城乡经济社会全面、协调、可持续发展。 城乡绿地系统规划作为城乡规划体系的重要组成部分，在《城乡规划法》的影 响下，必须做出积极地改变，以适应城乡规划发展要求，创造更加和谐的人居生态 环境。 本文重点探讨城乡绿地系统在《城乡规划法》的影响下，对如下内容做出的探 索： 第一大方面是有关城乡绿地系统规划的指导思想,包括：绿地系统规划必须从 “城市本位”向“城乡统筹”形成转变；绿地建设指导思想从重“数量”向重“质 量”的转变；绿地建设由“量化”向“集约化”的转变。 第二大方面是在探讨城乡规划体系的基础上构建城乡绿地系统规划体系，并对 各层次绿地系统内涵、目标、任务、规划内容体系提出初步想法。 第三大方面是探讨城乡绿地系统规划的主体规划论，包括在对城乡绿地功能的 总结分析的基础上，提出城乡绿地分类体系；城乡绿地系统评价指标体系框架以及 II 具有一定前瞻性的“绿地功能效应分析法”的提出及应用。 绿地系统对人类生存环境的好坏有重要影响，绿地系统规划作为一门学科，会 随着经济的发展、社会的进步、技术手段的更新不断向前进化，绿地系统规划也必 慢慢走向科学化、理性化。 关键词：城乡规划法 城乡统筹 城乡绿地系统 城乡绿地系统规划体系  PAGE 4 Absrtract With the accelerated process of urbanization in China， more and more problems appear in urban and rural planning practice, including land waste, environmental pollution, degradation of ecosystem functions, etc. especially in rural areas where lack of effective planning, control and management, peoples living environment are under the threat of being more and more serious， and the inner city has it’s problems,too, faced with unreasonable arrangement, urban green space can not fully play its role in eco-efficiency, disaster prevention, landscape and other functions.
