Abstract countermeasures.In this paper, take the example of Qingzhou , the use of literatureanalysis, theory with practice, inductive analysis and multi-disciplinary research approach to Qingzhou’s urban and rural analysis and induction, provide a reference and summary of the city .The article is structured into six parts, the first part describes the background issues and review research results; the second part is to study the basis of relevant theories, including the meaning , concepts, features, functions of urbanization; the third part, background in the second five urban and rural development strategy and process, urban and rural development gradually summarized the theoretical basis of this strategy, our specific historical conditions and in the current historical conditions, Why urban and rural status is so important, and the current to urban and rural urbanization strategic move as the feasibility and necessity.
