Anykindofenterprises,havetohavelowcarbonwayofdevelopmentwhichfits globalenvironmentalconditionsiftheywanttohavealong-termdevelopment.Logisticsisthelinkwhichconnectedtheproductionandconsumption.Withthedevelopmentoftheeconomy,moreandmoreenterprisesoutsourcetheirlogisticsto professionallogisticscompanieswhichhasproducednumber oftheThirdparty logisticsenterprises.Thethirdpartylogisticsenterprisesplayanimportantroleofthedevelopmentofsocialeconomy.Butithasanimportanteffectontheenvironmenttoo.Thethirdpartylogisticsenterprisesneedtoadjustthemselvestoadapttothelow carboneconomydevelopment.Thispaperraisesanperformanceevaluationsystemforthethirdpartylogistics enterprisesbasedonthelowcarboneconomy.Firstofall,dosomeresearchonthelowcarboneconomyathomeandabroad,theevaluationoftheenterprises’ environmentperformanceandtheconditionsoftheThirdpartylogisticsenterprises. Thensetupthethethirdpartylogisticsenterpriseenvironmentalperformanceevaluationsystemwhichisdifferentfromgeneralenterpriseenvironmentalperformance.Theestablishprocessofthesystemasfollows:confirmthethirdparty logisticsenterprises’environmentalperformanceastheevaluationtarget,then disassemblefthetheaffectingfactorsaccordingtogradation.Thefirstindexcontains fouraspectsasenvironmentalindicators,environmentalresourcesindex, environmentaleconomicindexandenvironmentsocialindex.Selecttheimportantinfluence factors forallthe first layorindexes, form thesecondlayerofindexes.Each indexwillbecombinedtogethertoformthethirdpartylogisticsenterprise environmentalperformanceevaluationindexsystemwithmulti-level,manyfactors,andthesametarget.Afterconstructing theindexsystem,useanalytichierarchyprocess(AHP)to analyzeandconfirmtheweightofeachindex,anddotheconsist
