Abstract AbstractIn recent years,with the increase of greenhouse gas, human beings are facing up with unprecedented pressure and challenges.The concept of low carbon and sustainable development have become the peoples common wishes. With the rapid development of industrialization and urbanization, cities not only consume a lot of energy but also emit a large amount of carbon dioxide.The city ,especially for the underdeveloped medium or small one,has become the focus of practicing the concept of low carbon development.As a type of urban planning system,regulatory planning is usefull of guiding the cities development, construction and management.The combination of low carbon concept and regulatory planning can realize the macro conceive of low carbon city in the form of more micro and specific indicators.Therefore,strengthening the study on low carbon regulatory planning of medium or small city is a new exploration of low carbon city study in China.This paper will study regulatory planning of Dayu County downtown from low carbon concept.First,through summarizing the current study of home and abroad,it clears the existing problems of the current low carbon regulatory planning and puts forword directions for future research in this area.Second,this paper summarizes practical approaches of low carbon concept and existing problems of current regulatory planning.Then it puts forword practical approaches of low carbon concept that includes three aspects of the whole city,street and block on the analysis of mechanism between them .In addition,it puts forword low carbon control indicator system,too.Third,through analysising the basic data of Dayu County downtown,this paper sums up the city s development conditions for low carbon development including strength,weakness,opportunity and threat.Then this paper put forward the strategies of low carbon regulatory planning and low carbon control indicator system for Dayu County downtown from three aspects of the whole city,street
