AbstractAtpresent,Chinaisinthestageofrapidurbanizationdevelopment,besidesalotofrealestatedevelopmentandinvestmentpromotionoutside,therestillhaveamountsofinfrastructureconstructionprojectsneedtobedeveloped,likeroads,pipelinenetworks,powerplants/powergrid,waterconservancy,school,hospital,etc.Allthesepublicservicefacilitiesaretraditionalinvestmenttobuildbythegovernment,andownedandmanagementoperationbythepublicsectororthestate-ownedenterprise.However,duetothelargeamountandsizeofcurrentnationalinfrastructureconstruction,inadditiontolowefficiency,seriouscorruption,lackofsupervisionandrestrictionofthetraditionalpublicsector,soitisfacingseriouschallengestorelycompletelyonpublicsectorinvolvementinconstructionoperationofinfrastructureprojects,thefinancial,technical,efficiencyandeffectalltoolow.Soallovertheworld,theregraduallydevelopedkindsofpatternwitchallowprivateinvestmentdepartmenttoparticipateinpublicinfrastructureconstruction,Inthispaper,wecollectivelyreferredthemasPPPmodelsproject,becausetheseparticularmodesareallrelatedtotheprivatesectorandpublicsectorparticipatedinjointly;andthepublicorprivateparticipantscooperatingandsharingtheriskindifferentkindsinordertotakethedevelopment,constructionandoperationoftheinfrastructureproject.PPPitemsduetolonglengthoftimespanning;largeamountinvesting;Thecomplexandbroadprojectscale,tasks,andscope;manyparticipantsandrelatedpartiesinvolvingofPPPprojects.Sotheparticipantsofthiskindofprojectalwaysfaceveryextensiveandcomplexriskfactors.HowtoeffectivelyassessandcontrolthePPPprojectriskisaveryimportantresearchaspectforscholarshomeandabroad.Therearemanyscholarsalsodevelopedsomequantitativeriskevaluationtechniqueandthecorrespondingcontrolstrategy,butthroughthelearningandreferenceofanumberofliteratureathomeandabroad,especiallydomesticprojectriskmanagementresearchfields,findthattherearealotofshortcomings.Althoughitisvaluableofsomeriskassessmentstrategies,theactualoperationisverycomplex,andplasticityispoor,andthecostishigh.Therealoptionsthoughtofri
