Cities had danwei. Rural areas had collectives. Who owned the land? Who had responsibility for public services? Rural areas, collectives were to provide the same public goods, but not so easy. The urban-rural economic distinction is critical to understanding Chinese economic and social policy. * * * * * * * * * * * * * * * * Chinese Modern Economic History Urban-Rural Divide Naughton, Chapter 5 Chinese Modern Economic History City classification, according to population- By definition, Chinas urban settlements comprise officially designated cities (chengshi) and designated towns (jianzhi zhen). Cities are categorized as very large, large, medium size, and small according to the size of their nonagricultural population (fei nongye renkou) living within the city proper (shiqu). Very large cities are those with more than 1 million nonagricultural inhabitants in the city proper, large are those with 0.5 to 1 million, medium size are those with 0.2 to 0.5 million, and small are those with fewer than 0.2 million Chinese Modern Economic History Some comparisons with US - In US, counties are contiguous (touch each other). Cities are generally smaller than counties. There are many small local governments, each with the same powers as the largest local government in the state. Cities depend on their state governments for many things, including some funding and laws, but in many ways local governments can be independent of their state government, and certainly are independent of the county government in which the local government is located.
