Study on the Governments’ Responsibilities in the Urban and Rural Compulsory education in the County A Dissertation Submitted to the Graduate School of Henan University in Partial Fulfillment of the Requirements for the Degree of Master of Management Science By Xu Sumei Supervisor: Prof.Guan Xuezeng Date May.20 13 摘 要 义务教育是发展一国教育的基础，因此义务教育应得到足够的重视。目前，我国适 龄儿童接受义务教育已不成问题，但城乡接受同质的义务教育仍存在较大困难，这不仅 关系到教育质量提高、教育公平实现的问题，更关系到整个社会公平的问题。因此各级 政府应着手解决义务教育公平问题，即均衡发展应成为义务教育中的重中之重。其中城 乡义务教育一体化是实现义务教育均衡发展的重要手段，对实现义务教育均衡发展有着 重要意义。 义务教育的纯公共产品性质，决定了由政府来提供该产品，全面推进义务教育均衡 发展成为政府的法定责任。为了更好的推进城乡义务教育一体化，早日实现城乡义务教 育资源均衡配置，各级政府应采取相应措施，更好的履行在城乡义务教育一体化进程中 的职责。2010 年颁布的《国家中长期教育改革和发展规划纲要（2010-2020）》提出建 立城乡一体化的义务教育体制，并提出在县域内实现均衡进而在全国大范围推进。 本文即探讨各级政府如何在县域城乡义务教育一体化进程中履行责任的。从理论及 现实依据对政府承担责任的必要性进行分析，找到政府责任缺失表现及原因，借鉴发达 国家及各个地区的先进经验和做法，最终给出政府在县域城乡义务教育一体化进程中履 行责任的实施路径。 关键词：城乡义务教育一体化，教育资源均衡配置，教育公平，政府责任 I ABSTRACT Compulsory education is the basis for the development of a country’s education and therefore, it deserves adequate attention. Currently, it is no longer a problem for China’s school-age children to receive compulsory education. However, there is large difficulty for children in urban and rural areas to receive the compulsory education with the same quality, which concerns with quality and equity in education and social equity.
