NIU Yueping Chang’an University, Xi’an, China 摘 要 在我国农村人口数量多且居住分散，加上县域城乡二元结构发展政策的影响，大多 数农村的经济发展较为缓慢，农村客运交通也处于落后状态。随着城镇化水平的不断提 高和农村道路条件的不断完善，县域城乡、乡镇之间的日常交往也日益频繁，城乡居民 的出行需求无论在数量和质量上都有了很大的提高，城乡道路客运体系已不适应当前县 域城乡居民的出行要求，并在一定程度上制约了县域城乡居民的交流和县域城乡经济的 协调发展。同时，公共服务均等化也是我国未来社会发展的基本国策。如何统筹县域城 乡客运协调发展，建设统一、高效、竞争、有序的县域城乡客运体系，已成为当前客运 发展的重要课题。因此，为了更好的为县域城乡居民的出行提供方便，发展县域城乡道 路客运一体化，实现县域城乡客运资源的有效利用，使得各种运输方式之间能够有效衔 接，对新形势下我国县域道路客运发展展开研究很有必要。而县域城乡客运一体化的运 营机制是其实施成败的根本。 鉴于此，本文采用实证研究与理论分析结合的方法，从城乡道路客运一体化的内涵 和构成要素、理论基础内容、特点等方面入手，探讨了我国发展县域城乡道路客运一体 化的基本思路与发展模式，进一步明确了县域城乡客运一体化运营机制的运行环境。最 后对论文的理论研究进行了实证分析，结合客运实际情况对统筹发展某县域城乡客运一 体化的方案、措施及运营机制进行了探索。研究结论对我国县域城乡道路客运一体化发 展具有现实指导意义。 关键字：城乡道路客运；一体化运输；产业属性、产业规制；运营机制 I Abstract The large number of the rural population live in scattered and the rural locate in the remote areas.
