行业规制环境下市政交通发展规划研究摘要城市交通状况是一个城市发展的外在表现。随着社会的发展和经济的进步，城市交通问题层出不穷，交通拥堵已经成为制约城市交通状况的主要因素。采取公交优先策略能够从根本上缓解交通拥堵状况，因此在城市推行公交优先策略，鼓励市民多乘公交出行，是城市交通发展的方向和趋势。交通属于城市基础设施范畴，其在行政和行业的规制下发展。公交优先策略的推行，奠定了城市公交发展的有利地位。公共交通行业属于公共服务事业，其发展除了要受行业的规制外，还具备公共事业的特征，因此本论文借助了行业规制理论和公共事业理论完善了论文的整体构架。城市交通的发展要遵循规划——实践——评价的步骤，规划作为交通发展的第一步，要在战略的角度，从全局、整体、系统、可持续发展的观点出发，综合考虑影响城市交通的各项因素，推动了交通规划以及交通发展的持续进步。廊坊市经济发展迅速，城市环境建设不断完善，市民对交通各方面要求越来越高，各类交通问题也逐渐凸显。规划过程和城市公交运营中的问题制约了城市交通的合理发展，通过交通模型的实证运用和基于一定数据的定量分析，总结问题，结合实际提出改善的对策和建议，以期为交通行业的规划发展提供参考和指导。关键词：行业规制，公共交通，城市规划，交通规划iPLANNINGANDDEVELOPMENTRESEARCHOFCITYTRAFFICUNDERENVIRONMENTOFINDUSTRYREGULATIONABSTRACTUrbantrafficistheexternalappearanceofthedevelopmentofacity.Withthesocialdevelopmentandeconomicprogress,urbantransportproblemsshowanendlessstream,trafficcongestionhasbecomeamajorconstraintfactorinurbantrafficconditions.Takestrategiesofbusprioritycaneasethetrafficcongestionfundamentally,soimplementationthestrategiesofbuspriorityinthecity,andencouragepeopletotravelbypublictransport,isthedirectionandtrendsofurbantransportdevelopment.Asurbaninfrastructure,trafficareasdevelopmentundertheregulationofadministrationandindustry,Theimplementationofthestrategiesofbuspriority,laidafavorablepositiontodevelopurbanpublictransport.Publictransportindustryisapublicservice,anditsdevelopmentinadditiontoregulationbytheindustry,butalsowiththecharacteristicsofpublicutilities,sothepaperwiththeindustrytheoryandpublicutilitiesregulationtheorytoimprovetheoverallframeworkofthepaper.Thedevelopmentofurbantransportcanfollowstepsofplanning-practice-evaluation,asthefirststep,planningmuststandingtheangleofstrategicandfromtheviewofglobal,overall,systemandsustainabledevelopment,consideringthevariousfactorsofaffectingurbantransportation,andpromotedthedevelopmentoftransportplanningandtrafficcontinuous.EconomicofLangfangcityhasarapiddevelopmenttheseyears,andurbanenvironmentandconstantlyimprovementcontinuously,allaspectsdemandingofthepublictransporthavebecomeincreasingly,allkindsoftrafficissuesh
