More than 85% employee’s unsafe behaviors trigger accidents. This paper will focus on behavior safety audit method and implementation process in order to control the three violations of petroleum enterprise employees. Firstly, this issue is going to analyze and compare safety audit method with other behavior management methods, define behavioral safety audit based on the literature review and induction of aviation security audit results presented and describe the basic connotation, including but not limited to petroleum enterprise behavior safety audit concept. Secondly, as the research object, the employee’s behavior, combined with risk management theory and security auditing method—— as foundation—— build a theme of petroleum enterprise conduct safety audit named Bow-tie model. This model contains the middle and upper classes, group leaders and frontline employees in the field of management, techniques and operation. Safety audit content inspection questionnaire is coming from the model above. Given the relationship between petroleum enterprise employees’ behavior and Chinese culture background, the basic configuration of the questionnaire was determined by individual in-depth interviews on upper leaders, foremen, and frontline employees from four different areas. Analysis on reliability and validity of 327 effective questionnaires, with SPSS16.0 software, preliminarily build up the main body of the enterprise employee behavior safety audit.
