万方数据 万方数据 中文摘要 自“十一五”计划提出以后，经过国务院、地方政府和高校的共同努力， 国家大学科技园的建设和发展取得了显著成绩。我国大学科技园建设以北京、 上海等一线城市为建设先遣兵，探索中国大学科技园的建设方案，至今已经取 得相当不错的成绩。一线城市经济发展较快，经济基础较好，产业结构较丰富， 大学科技园建设取得了一定的成绩。然而，三四线城市经济水平较低，经济基 础较差，产业结构较为单一，三四线城市怎么建设，建设什么样的大学科技园 成为当前需要解决的难题。 河北工业大学科技园项目定位于服务河北，推动河北省整体经济发展。本 文对河北工业大学科技园项目整体分析研究，并以河北工业大学科技园沧州园 区为实例，运用模糊综合分析法对项目三个方案进行综合比选得到最优方案。 通过对最优方案的分析总结，对三四线城市的大学科技园建设提出指导性意见： 大学科技园建设需要引入政府参与，发挥政府的指导性作用；大学科技园区内 功能机构设置需要与当地经济发展相协调；大学科技园开发节奏需要与当地经 济发展规划相统一。 关键词：大学科技园 方案设计 方案比选 ABSTRACT Since the Eleventh-Five plan was introduced, construction and development of National University Science Park has made remarkable achievements through the joint efforts of State of council, local governments and universities.As pioneers of Chinese construction of University Science and Technology Park, Beijing, Shanghai and other cities have achieved remarkable fruits so farin exploring construction schemes of science and technology parks of universities in China.Rapid economic development in first tier cities, better economic foundation, rich industrial structure, these cities have made certain achievements in University Science and Technology Park.However, due to the low level of urban economy in third or fourthtier cities, poor economic fundamentals, relatively homogeneous structure, problems such as how to build and what kind of University Science and Technology Park in three or four tier cities have become the current problems to be solved. Hebei University of Technology Park project is aimed in servicing Hebei Province and promoting overall economic development in Hebei province. In this thesis, the Hebei University oftechnology park project is studiedand analyzed as a whole. And taking the technology park, Cangzhou, Hebei University of Technology Parkas an example, the optimal solution is selected through using fuzzy comprehensive analysis on the project of three projects for comprehensive comparison.
