ABSRACTWith the rapid development of the economy, environmental problems have attracted extensive attention of the whole society. To a certain extent, environmental problems have become a main blockage interrupting the advancement strides of the development of our communities. Environmental protection is not only an important governmental function in the 21st century, but also becomes an important obligation of the government. It has been an era subject, which is urgent to be solved by the government and even the whole mankind to realize sustainable development of economy, society and environment. The author maintains that the implementation of governments scientific and effective environmental protection management system is the basis and premise to further strengthen environmental protection and achieve sustainable development. The third plenary session of the Partys sixteenth central committee has put forward the Scientific Outlook on Development which emphasizes on putting people first, aiming at comprehensive, coordinated and sustainable development and promoting the overall development of in an all-round way. The report of the 17th Congress of CCP makes it explicit to adhere to the basic state policy of conserving resources and the environment, improve laws and policies to promote energy, resources, ecological and environmental conservation, and speed up the formation of system and mechanisms for sustainable development. We can see that it is extremely urgent to further strengthen our government’s scientific and effective environmental protection management system construction.
