AbstractThe fuel of 254 steam boilers is reconstructed from crude-oil and residue-oil to gas in heavy oil thermal recovery technology in Liaohe Oilfield.Energy efficiency ，environmental impact and economy for the reconstruction project is evaluated partially. In addition, comprehensive effect is evaluated to the project.The issue during reconstruction and operation is summarized to partial and comprehensive evaluation. It can promote investment benefit of faster play. Also provides reference for promotion and implementation of follow-up projects.If the comprehensive evaluation of the effect is good, the Liaohe Oilfield and the countrys energy structure is great significance.A system of comprehensive evaluation index is established by theoretical research、the design principle of index system and the actual situation of the project. A calculation method is proposed for the system.And the boiler groups is evaluated quantitatively for energy efficiency,environmental impact, economy and comprehensive evaluation.In the evaluation of environmental impact，the concept of the equivalent number ofpollutants is introduced so that different toxic effects of pollutants on the environment is unified. The concept of standard steam is put forward in the calculation models. Theenergy consumption，the discharged pollutants and the costs per standard steam ofsteam-boiler groups are regarded as sub-indexes. A relative index for the evaluation for boiler groups is proposed. It will reflect the comprehensive effect of boiler groups more objectively rather than the weighted coefficient.Based on per standard-steam，it is 0.958 that the ratio of energy consumption ofburning gas and oil of boiler groups、it is 0.284 that the ratio of the total number of equivalents of the pollutants、it is 0.780 that the ratio of operating cost. These data indicates that the project has an advantage in the three aspects. And the advantage of theenvironmental impact is obvious. It is 0.212 that the index
