摘要本论文以辽西北矿区乡村治理机制的现状和运行为研究主题，试图对矿区乡村治理问题做些探讨。有关乡村治理的研究和论述，在学术界已积累了丰富的研究成果。但这些研究基本上是以农区的乡村治理为主题。既是农村又是矿区的乡村治理有何特色，这是本研究希望探讨的一个问题。我国大部分成规模的矿区依托于所在城市。但在矿区发展的起始阶段，或一些小型矿区往往依托于农村。这样，矿区的生产经营与农村的社会发展往往结合在一起，矿区治理和农村治理就往往叠加在一起。辽西北矿区农村就具有这样的特色。辽西北矿区属于东北欠发达地区，在矿业发展中，乡村利益更加复杂化、敏感化。于是乡村诞生了工会，与村两委共同治理。在乡村经济发展中，农民角色多样化，逐渐形成了“村两委+集体企业+协会”的发展模式。本文在对辽西北矿区乡村治理机制现状进行归纳、叙述的基础上，首先分析了基层政府、村两委、工会、市场营利组织、村民和民间组织的角色定位；接着论证了以法治、公共利益和矿区乡村现实需求为基础的乡村治理机制的运行逻辑，以及在此逻辑下互动协商、民主、透明和权责明晰的运行方式。最后总结了对矿区乡村治理机制研究所引发的启示。本研究立足治理、善治的理论视角，以国家-市场-公民社会三者关系为研究主线，以乡村治理机制内部结构和外部运行为框架，以辽西北矿区乡村治理机制的现状、内部结构、运行逻辑、运行方式、启示为行文思路，以处于辽西北矿区的小平房村为个案进行分析论证。通过分析小平房村的发展路径和成果，证明了多元参与、互动协商治理是矿区乡村治理的特色，也是矿区乡村治理机制的较佳选择。本论文能丰富乡村治理机制的多样性研究，对辽西北地区和其他农村矿区的可持续发展具有积极意义。关键词乡村治理机制；治理理论；善治；辽西北矿区AbstractThisstudycentersontheresearchsubjectasfollow:theactualityandoperationofvillagegovernancemechanisminnorthwestoreareasofLiaoning.Trytoprobeintooreareasvillagegovernancemechanism.Therehaveaccumulatedalotofdiscussionandresearchonvillagegovernancemechanisminacademicareas,butmanyofthemdiscussedruralareasgovernance,aretheresomecharacteristicintheareasthatnotonlyruralareasbutalsooreareas？itistheaimandtheresearchquestionofthispaper.InChina,mostdimensionsareasaredevelopedwiththebackingofcities.Butatthebeginning,orsomesmalloreareas,thedevelopmentarewiththebackingofruralareas,sotheproductionandoperationinoreareasarefusedintoonewithruralsocialdevelopment,oreareasgovernancearecomposited,ithaspresentedthischaracteristicinruraloreareasofnorthwestofLiaoning.OreareasinnorthwestofLiaoningareless-developedruralareas，withthedevelopmentoftheoreindustyinruralareas,benefitrelationshipismorecomplicated,moresensitive.Labourunionwasfoundinvillage，itparticipatesingovernancetogetherwithvillagepartybranchandvillagerscommittee.Atthesametime，farmerstakeonmultipleroles.Gradually,thedevelopmentpatternsof“villagepartybranchandvillagerscommittee+collectively-ownedenterprise+association”isformed.ThisstudysumsupthecurrentsituationofthemechanisminthenorthwestoreareasinLiaoning.The
