6 6 follows: opening the individual service windows, establishing the suit department, strengthening the supervision, establishing the bank service , and the inquiry service, and the verification system in view of the subsidy policy, practicing in the individual declaration system and so on. But, the above approaches are insufficiently. Therefore, this thesis proposes the measurement of the basic endowment insurance policy that can consummate the flexible employees. First of all, depending upon the legal regime to maintain the flexible employees’ rights prevent the minority policy congenial phenomenon. Next, increasing the flexible employees income and urging the flexible employees senate to the insurance to decrease the fiscal subsidy of the government. Finally it is to enhance the working efficiency though constructing the endowment insurance computer information network in the nationwide, simultaneously enlarging the basic endowment insurance propaganda dynamics, expanding the basic endowment insurance coverage diligently. In brief, the basic endowment insurance is the fundamental system to relieve the present endowment worries, and to urge the society harmony, and to maintain the endowment employees welfare rights .
