摘要摘要本文通过考察一个地方性公募基金会的战略性慈善项目运作过程，基于“基金会—项目模式—资源动员”的内在体系，着重探讨了基金会多元化的资源动员模式与策略。研究发现，战略性慈善项目模式既是一种新型项目运作模式，也是一种有效的资源动员策略，充分运用和发挥了组织联盟的优势，为慈善项目开展源源不断地凝聚着各类社会资源。战略性慈善模式下所形成的新型大病医疗救助模式，能够有效调动医疗慈善资源，避免求助家庭和医院对救助资源的浪费或滥用，提高了慈善资源的利用效率。本文对S基金会采取战略性慈善项目运作模式成功进行资源动员过程的实证研究发现，基金会在战略性慈善项目运作模式下，基于所处环境条件的多元性和复杂性，探索出了一种独特的多元化资源动员模式，即：以基金会为主体，依托与合作伙伴的联盟，综合采用市场化、网络化与合法化策略，通过与各类社会组织的良性互动，在组织外部构筑起网状资源支持系统，实现对体制内外资源的成功动员。本文还考察了基金会的策略选择对于基金会和社会性企业乃至福利制度所产生的影响。研究发现，基金会对现行的资源动员策略具有一定程度的依赖性，这将影响到基金会资源动员模式的变革，其策略选择与互动还将有助于福利社会化的实施。基金会战略性慈善项目运作模式将间接推动慈善文化的深入发展。关键词公募基金会战略性慈善资源动员策略选择IAbstractAbstractThediversifymodeandstrategyoftheresourcemobilizationwerediscussedinthesystemof“foundation-projectmode-resourcemobilization”throughcasestudyofthestrategicoperationofcharitableprojectsinalocalpublicfoundation.Itwasfoundthatthestrategiccharitableprojectmodeofthefoundationwasnotonlyanewprojectoperationmodebutalsoaneffectiveresourcemobilizationtechnique,whichmadefulluseoftheadvantagesofcoalitionstocontinuouslygathervarioussocialresourcesforthedevelopmentofcharityproject.Thenewmedicalassistancemodeofthestrategicphilanthropymode,couldeffectivelymobilizetheresourcesofmedicalcharityresources,avoidresourceswasteandabusebyfamiliesorhospitalsandimprovetheefficiencyofcharitableaid.ThroughempiricalanalysisofthesuccessfulresourcemobilizationcourseunderstrategiccharitableprojectmodeinSfoundationwasstudiedinthisarticle.ItwasfoundthatSfoundationhaddevelopedadiversifyingresourcemobilizationmodebasedonthediversityandcomplexityofenvironmentalconditions,namely,withthefoundationasthemainbody,relyingonthealliancewithpartners,utilizingmarket-orientedstrategies,networkingandlegalizationstrategies,throughbenigninteractionswithsocialorganizationsinvarioussectors,thefoundationestablishedmeshresourcessupportsysteminsideandoutsidetheorganization,andsuccessfullymobilizedresourcesbothinsideandoutsidethesystem.Theimpactofthefoundationsstrategyforfoundations,socialenterprisesandthewelfaresystemwasalsostudiedinthisarticle.Itwasfoundth
