The results of the study show that from the perspective of policy executive power, the sunshine sports activities have been carried out quite well in most of the schools, but still there is some school who has not implemented well. Some schools even have not reached the standard of one-hour sports every day. The existing problems are as follows: The policy executors’ understanding to the essence of sunshine sports was not accurate enough, and there are some problems in the implementation capability and ways of the executors. Education department does not have a clear solution to the sports injury accidents in school. The targeted groups, who are students and their parents do not attach enough importance to attending sunshine sports activities. The environment of implementing sunshine sports policy has to be further improved, and more investment needs to be made into policy resource. For example, insufficient activity space, the lack of activity field equipment, boring curriculum activities, low quality and number of physical education teachers are all issues that need to be resolved urgently.
