摘要早在 2006 年，我国政府已提出构建和谐社会的目标。社会的和谐是社会中 各种关系的和谐，这当然也包括企业与社会民众关系的和谐。但是，目前，我国 企业与社会民众关系存在较多矛盾与摩擦。这表现为企业行为产生大量的外部性 问题，进而没能承担起应有的社会责任，导致企业与民众冲突不断。资料显示， 我国企业，无论是国有企业还是私营企业，其生产经营行为大都存在外部性问题， 承担社会责任的力度还极为缺失。可见，企业行为外部性问题的解决迫在眉睫。 为了构建企业与社会的良好关系，使处于弱势的社会民众能够找到有效途径来避 免或维护因企业外部性问题而造成的利益损害，本文对企业行为外部性问题上作 了一定的探索。本文的基本思路是：企业存在哪些外部性问题？为何存在这些外部性问题？ 企业解决外部性问题就是一个承担社会责任的过程。因而本文遵循提出问题—— 分析问题——解决问题的写作思路。首先就企业、企业行为外部性及社会责任的 基本理论知识进行梳理：企业是以营利为目的的经济实体。企业的生产经营行为 给与之相关的利益主体带来有利或不利影响，这构成了企业行为的外部性。无论 这种外部性是为正或为负，只要企业行为存在外部性，那么资源配置是没有达到 最优配置的，民众福利也未能实现最大化。企业行为的外部性，尤其是负外部性（外部性问题）给相关利益主体带来诸多不利影响，因此，企业应该承担其应有 的责任。可见，解决好企业存在的外部性问题，就是企业承担好社会责任的重要 表现。那么，应该如何解决企业行为的外部性问题呢？本文认为，这一问题的解决需要靠政府的监管、社会组织的监督、社会民众的支持和企业家的行动。只有 通过政府、社会组织、社会民众和企业等利益主体的共同努力才能最终实现企业 外部性问题的内化。这些利益主体在解决企业行为外部性问题中究竟扮演着怎样 的角色？本文就这一问题进行了较为详细的论述，这是本文的关键部分。在探讨 这一问题的过程中，本文主要引用了庇古税、科斯定理和曼瑟尔·奥尔森的集体 行动等理论观点，以此作为论文的理论支撑来增强权威性与实用性。关键词：企业行为；外部性问题；企业社会责任AbstractEarlier in 2006, the government has put forward the goal of building a harmonious society. Social harmony is harmony of various social relations which the corporate and social public relations are included as well .Currently, however, there are still some conflicts and frictions between corporate and social public. It is shown that the corporate behavior produced so many external problems which were not responsible for the society that has caused the conflicts between enterprises and society. As the data shows, almost all the state-owned corporate and the private corporate production and operation way causes external problems which in a lack of assuming the social responsibility. Apparently, its emergent to solve the corporate behavior external problems.
